In early November 2023, we asked for your thoughts on the draft care records definition. Public consultation closed on 18 November 2023. We’d like to thank the 34 people and organisations who provided feedback, with detailed and carefully considered responses that have helped us improve the accuracy, coverage and clarity of the definition.
We received many differing points of view. While all feedback was taken into consideration, not all of it was about the actual definition or its accessibility. Comments about retention and disposal of records or general records management have been recorded for later use.
Why we developed the care records definition
We developed the definition as a first step towards addressing the recommendations from the Abuse in Care Royal Commission of Inquiry interim report ‘Redress to Puretumu Torowhānui’.

Temporary care records protection instruction
The Chief Archivist has issued a temporary care records protection instruction to prevent the destruction of State care records, as defined in the care records definition.
The temporary care records protection instruction will also act as advice to those providing care outside the State care system on which records they are recommended to protect from destruction until the Crown completes its work regarding records of care.
